２０２５年６月２日（月）～４日（水）に開催された日本福音同盟（JEA）第４０回総会において、「戦後８０年にあたってのJEA声明」を以下の通り採択しました。

戦後８０年にあたってのＪＥＡ声明

私たち日本福音同盟(以下JEA)は、戦後80年を迎え、平和をつくる者として、以下のように声明します。

30年のふり返り(立ち位置の確認)

私たちJEAは、1995年の「戦後50年にあたってのJEA声明」(以下「戦後50年声明」)以来、戦後60年、戦後70年の節目に声明を発表してきました。

「戦後50年声明」では、日本の教会が、十五年戦争の間、国民儀礼・神社参拝という偶像崇拝の罪を自ら犯すとともに、近隣アジア諸国の教会に対してもそれを強要し、侵略に加担したことを神の御前に悔い改め、近隣アジア諸国への謝罪を表明し、赦しを求めました。その上で、私たちが将来の日本と世界に対する宣教の使命を新たな思いで果たすべく前進すること、また、そのために「聖書はすべて誤りなき神のことばであり、信仰と生活の唯一絶対の規範である」という信仰に立って主に再献身することを誓いました。

2005年「戦後60年声明」では、第４回日本伝道会議で採択された「沖縄宣言」を踏まえ、私たちの無関心と知ろうとしない罪を悔い改めました。そして「戦争の根源である憎しみ、差別、偏見、敵対心などの罪から解き放ち、隣人愛で満たしてください。21世紀を真に平和の世紀とするために、平和の君、歴史の主なるキリストを日々仰ぎ、今、ここでも、和解の福音を実現する者と私たちをならせてください」と祈りを合わせました。

さらに2015年「戦後70年声明」では、戦時下における日本の教会の罪の歴史とその悔い改めを次世代に伝えることを表明し、また聖書信仰に立つアジアと世界の諸教会と協力すること、諸外国との和解を妨げている課題に取り組むこと、小さくされた人々と共に立つこと、平和をつくり出すものとなることを表明しました。

現状

この間、天皇の退位及び即位に際して行われる諸行事は、日本国憲法が保障する信教の自由及び政教分離原則に重大な疑義が投じられるものでした。特に大嘗祭は、新天皇が天照大神を迎え寝食を共にして、天皇霊を受けて神になるとされる宗教儀式でした。それらについて、「平成の大嘗祭」のときには、教会内にもかなり広範な反対運動・署名運動が見られましたが、「令和の大嘗祭」では一部の動きにとどまりました。この背景には、天皇制に対する受け止め方が変遷してきた面があると共に、「戦後70年声明」で採択された「伝える責任・受け取る責任」を十分に果たせなかったことを痛感します。

私たちは「戦後60年声明」において、日本復帰後も米軍基地の75パーセントを沖縄に押し付け続けていることなどについて、無関心であったことを告白し、悔い改めの表明をしました。しかし、その後20年、宣言した課題に真摯に取り組んできたとは言い難く、解決の困難さのゆえに日米安保の危険の大半を沖縄が負担し続ける現状を変えることはできませんでした。東日本大震災での福島第一原発事故では、犠牲のシステムが戦前と変わらずに継続され、構造化している現実が明らかになりながらも、未来のための抜本的改革ができていません。

集団的自衛権行使容認に関する閣議決定（2014年）、安全保障関連法案の採決（2015年）、共謀罪法の成立（2017年）、安保関連三文書の改訂（2022年）、防衛費の増額（2023年以降）など、戦後日本の武力に拠らない平和構築が激変しています。

戦後80年の決意

戦後80年を迎え、日本の教会の罪の歴史と悔い改めを確認し、祈りと行動を次世代に継承するため、私たちはここに表明します。

私たちは聖書を誤りなき神のみことばと信じる聖書信仰に立って、現代的な諸問題を神学し、キリストにある一体性を現実のものとして行くために最善を尽くします。戦争の記憶が薄れていく中で、戦時下における日本の教会の罪の歴史を学び、悔い改めを深めつつ、国が偶像礼拝の罪に陥らないように警告し、イエス・キリストだけを主とする信仰に生きます。「政教分離」の原則が守られるように為政者のためにとりなす祈りを続けます。

私たちはキリストの十字架の下に悔い改めの実が結ばれていくことを祈りつつ、次のことを願います。

（一）神を愛し、隣人を愛すること

（二）過去の罪を伝える責任を誠実に果たすこと

（三）過去に罪を犯した根本原因を聖書に基づき再確認し、信仰と生活の遊離を繰り返さないこと

（四）戦時中と類似性をもつ事態を見抜くこと

（五）世界及びアジアの諸教会とともに平和をつくること

（六）無関心でいないこと

（七）苦しむ者たちと共に苦しむこと

（八）勇気をもって声を発し、行動すること

（九）忠実に祈ること

（十）希望をもって主なる神を信じること

祈り

私たちは心を合わせて祈ります。

天地万物を造られ、今も統べ治めたもう神よ。唯一の神である主よ。

戦後80年を迎えたこの年に祈ります。どうか私たちが、あなたのみを神とすることができますように。あなた以外の偽りの神々を私たちが霊の目をもって見分けることができますように。

節目毎に私たちは自らを省みてまいりましたが、その歩みは誠に不十分でした。伝えること、受けとること、協力しあうこと、平和をつくること、関心を持ち続けること、ともに苦しむこと、勇気をもつこと、祈ること、希望をもってあなたを信ずることを怠りました。神を愛し、人を愛することに未だに疎い私たちです。それらに取り組む意思をお与えください。

平和の君なるイエス・キリストよ。

今、この時代に祈ります。私たち人間の犯す争い、破壊、混乱をお赦しください。主の平和が一日も早く世界の隅々にまで実現しますように。私たちを平和の器として用いてください。自己中心の罪に気づかせ、他者と共に生きる勇気を教えてください。「神のしもべ」である為政者たちのために祈り続ける忍耐力を与えてください。

聖霊なる神よ。

来る10年を覚えて祈ります。隣人の苦しみに無関心な私たちの現状をご覧くださり、石のような頑なな心を取り除き、人々の痛みを我が痛みとする者へと作り変えてくださいますように。そのようにして神を愛し、隣人の苦しみに無関心になることから守られるように私たちを導いてください。そして神を愛し、人々を愛し、平和をつくり、福音を証する神の民としての歩みを、私たちに誠実に、勇ましく、速やかに真心もって、なさしめてくださいますように。

主よ、弱き私たちを憐れんでください。アーメン。

우리 일본복음동맹(이하 JEA)은 전후 80년을 맞아 평화를 만드는 자로서 다음과 같이 성명을 발표합니다.

지난 30년의 회고(입장의 확인)

우리 JEA는 1995년 『JEA 전후 50년 성명』(이하 『전후 50년 성명』)을 시작으로, 전후 60년, 70년의 기점마다 성명을 발표해왔습니다.

『전후 50년 성명』에서는, 일본 교회가 15년 간의 전쟁기간 중에 국민의례와 신사참배라는 우상숭배의 죄를 범하였고, 나아가 인접한 아시아 국가의 교회에게도 이를 강요하며 침략에 가담한 사실을 하나님 앞에서 회개하고, 이웃 아시아 국가들에 대한 사죄를 표하며 용서를 구하였습니다. 그러한 토대 위에서, 앞으로의 일본 및 세계를 향한 선교 사명을 새롭게 감당하기 위해 앞으로 나아갈 것과, 이를 위해 『성경은 무오한 하나님의 말씀이며, 신앙과 삶에 있어서 유일하고 절대적인 규범』이라는 믿음 위에 서서, 주님께 재헌신할 것을 다짐하였습니다.

2005년의 『전후 60년 성명』에서는, 제4회 일본전도회의에서 채택된 『오키나와 선언』을 바탕으로, 우리의 무관심과 알고자 하지 않는 죄를 회개하였습니다. 그리고 『전쟁의 뿌리인 증오, 차별, 편견, 적대감 등의 죄에서 해방시켜 주시고, 이웃 사랑으로 우리를 채워 주소서. 21세기를 진정한 평화의 세기로 만들기 위해, 평화의 왕이시며 역사의 주 되신 그리스도를 날마다 바라보며, 지금 이곳에서도 화해의 복음을 실현하는 자가 되게 하소서.』라고 함께 기도하였습니다.

2015년의 『전후 70년 성명』에서는, 전쟁 중 일본 교회가 저지른 죄의 역사와 그에 대한 회개를 다음 세대에 전할 것을 표명하였으며, 성경 무오성에 대한 믿음 위에 선 아시아 및 세계 교회들과 협력할 것, 타국과의 화해를 방해하는 과제에 대응할 것, 작고 소외된 이들과 함께 설 것, 평화를 만드는 자가 될 것을 표명하였습니다.

현재 상황

그 사이, 일본 천황의 퇴위와 즉위를 계기로 열린 여러 행사들은, 일본 헌법이 보장하는 신앙의 자유와 정교분리 원칙에 중대한 의문을 불러일으켰습니다. 특히 다이조사이(대상제 大嘗祭)는 새로운 일본 천황이 아마테라스 오미카미(天照大神)를 맞이하여 함께 먹고 자며, 일본 천황의 영령을 받아 신이 된다고 여겨지는 종교의식이었습니다. 이와 관련해 ‘헤이세이 다이조사이’를 앞두고는 교회 내에서도 광범위한 반대와 서명운동이 있었지만, ‘레이와 다이조사이’ 당시에는 몇몇 움직임에 그쳤습니다. 이러한 배경에는 일본 천황제에 대한 인식이 변화해 온 측면이 있는 한편, 『전후 70년 성명』에서 채택된 ‘전해야 할 책임’과 ‘받아들일 책임’을 충분히 감당하지 못한 점을 깊이 반성합니다.

우리는 『전후 60년 성명』에서, 오키나와가 일본에 반환된 이후에도 미군 기지의 75%를 오키나와에 계속 떠넘기고 있는 현실에 무관심했음을 고백하고, 회개의 뜻을 밝힌 바 있습니다. 그러나 그로부터 20년이 지난 지금까지, 우리가 성명에서 제기한 과제들에 진지하게 임해 왔다고 말하기는 어려우며, 문제 해결의 어려움 속에서 미일 안보 체제의 위험의 대부분을 오키나와가 계속 감당하고 있는 현실을 바꾸지 못하였습니다. 동일본대지진 당시 후쿠시마 제1원전 사고에서도, 전쟁 이전과 다를 바 없는 희생을 강요하는 구조가 여전히 유지되고 구조화되어 있음이 드러났음에도 불구하고, 미래를 위한 근본적인 개혁은 이루어지지 않았습니다.

집단적 자위권 행사 용인에 관한 내각 결정(2014년), 안보 관련 법안 통과(2015년), 공모죄 관련법 제정(2017년), 안보 관련 3문서 개정(2022년), 방위비 증액(2023년 이후) 등 전후 일본이 지켜온 ‘무력에 의존하지 않는 평화 구축’ 원칙에 큰 변화가 일어나고 있습니다.

전후 80년의 다짐

전후 80년을 맞아 일본 교회가 저지른 죄의 역사와 그에 대한 회개를 확인하고, 기도와 실천을 다음 세대에 계승하기 위해 우리는 다음과 같이 표명합니다.

우리는 성경을 무오한 하나님의 말씀으로 믿는 성경 무오성에 대한 믿음 위에 서서, 현대의 여러 문제들을 신학적으로 다루며, 그리스도 안에 있는 연합을 현실 속에서 구현하기 위해 최선을 다하겠습니다. 전쟁의 기억이 희미해져 가는 가운데, 전쟁 중에 일본 교회가 저지른 죄의 역사를 배우고, 회개의 마음을 깊이 하며, 국가가 우상숭배의 죄에 빠지지 않도록 경고하고, 오직 예수 그리스도만을 주로 믿고 따르는 믿음 안에 살아가겠습니다. 『정교분리』의 원칙이 지켜지도록 위정자들을 위한 중보기도를 이어 나가겠습니다.

우리는 그리스도의 십자가 아래에서 회개의 열매가 맺히기를 기도하며, 다음과 같이 간구합니다.

하나님을 사랑하고 이웃을 사랑할 것
과거의 죄를 전달할 책임을 성실히 다할 것
과거의 죄의 근본 원인을 성경에 입각해 재확인하고, 신앙과 삶의 분리를 반복하지 않을 것
전쟁 중 상황과 유사한 사태를 분별하는 능력을 갖출 것
세계 및 아시아 교회들과 함께 평화를 만들 것
무관심하지 않을 것
고통받는 이들과 함께 고통받을 것
용기를 가지고 목소리를 내고 행동할 것
신실하게 기도할 것
희망을 가지고 주 하나님을 믿을 것

기도

우리 모두는 마음 모아 기도합니다.

천지 만물을 창조하시고 지금도 만물을 통치하시는 하나님, 유일하신 하나님 주여,

전후 80년을 맞는 이 해에 기도합니다. 우리가 당신만을 하나님으로 섬길 수 있게 하소서. 당신 외의 거짓 신들을 영의 눈으로 분별할 수 있게 하소서.

중대한 기점마다 우리는 스스로를 돌아보아 왔으나, 그 걸음은 매우 부족하였습니다. 전하는 일, 받아들이는 일, 협력하는 일, 평화를 이루는 일, 관심을 지속하는 일, 함께 고통을 나누는 일, 용기를 가지는 일, 기도하는 일, 희망을 품고 주님을 믿는 일을 소홀히 하였습니다. 하나님을 사랑하고 이웃을 사랑하는 데 아직도 미흡한 우리에게 그 모든 일에 임할 뜻과 의지를 허락하여 주소서.

평화의 왕이신 예수 그리스도여,

지금 이 시대 상황 속에서 기도합니다. 우리 인간이 저지르고 있는 다툼과 파괴, 혼란을 용서하여 주소서. 주의 평화가 하루빨리 세상의 구석구석까지 이루어지게 하소서. 우리를 평화의 도구로 사용하여 주소서. 자기중심성이라는 죄를 깨닫게 하시며, 다른 이들과 함께 살아갈 용기를 가르쳐 주소서. 하나님의 사역자인 위정자들을 위한 기도를 지속할 수 있는 인내를 허락하여 주소서.

성령 하나님,

다가올 10년을 두고 기도합니다. 이웃의 고통에 무관심한 우리의 현실을 살펴주시고, 돌처럼 굳어진 우리의 마음을 제하시어 사람들의 아픔을 나의 아픔으로 여기는 자로 새롭게 빚어 주소서. 그리하여 하나님을 사랑하며 이웃의 고통에 무관심하지 않도록 우리를 인도하시고, 하나님을 사랑하고 이웃들을 사랑하며 평화를 만들고 복음을 증거하는 하나님의 백성으로서 성실하고 용기있게 신속하고 진실된 마음으로 걸어가게 하소서.

주님, 연약한 우리를 불쌍히 여기소서. 아멘.

JEA Statement Marking the 80th Anniversary of the End of World War II

As we mark 80 years since the end of World War II, we, the Japan Evangelical Association (hereafter “JEA”), issue the following statement as those called to be peacemakers.

Reflecting on the Past 30 Years (Reaffirming Our Position)

Since the release of our 1995 Statement on the 50th Anniversary of the End of World War II (hereafter “50-Year Statement”), we the JEA have continued to issue statements at the 60th and 70th anniversaries.

In the 50-Year Statement, we repented before God for the sins committed by the Japanese church during the 15-year war, including participating in idolatrous practices such as national rituals and shrine visits. We also acknowledged that the Japanese church imposed these practices on churches in neighboring Asian countries, aligning ourselves with the invasion. We apologised to these nations and sought their forgiveness. Moreover, we renewed our commitment to fulfill our mission of evangelism in Japan and the world, pledging ourselves afresh to the Lord, based on our confession that “the Bible is the inerrant Word of God and the only and absolute standard for faith and life.”

In the 2005 Statement on the 60th Anniversary, we repented of our indifference and willful ignorance, particularly regarding the burden imposed on Okinawa. Citing the Okinawa Declaration adopted at the 4th Japan Congress on Evangelism, we prayed, “Liberate us from sins such as hatred, discrimination, prejudice, and hostility which are the roots of war and fill us with love for our neighbors. Help us make the 21st century a true century of peace by daily looking to Christ, the Prince of Peace and Lord of history, and by becoming bearers of the gospel of reconciliation.”

The 2015 Statement on the 70th Anniversary expressed our commitment to passing on the memory and repentance regarding the wartime sins of the Japanese church to the next generation. We also committed to cooperate with churches in Asia and around the world that share a Biblical faith, address obstacles to reconciliation with other nations, stand with the marginalized, and actively become agents of peace.

Current Realities

In recent years, the ceremonies surrounding the abdication and enthronement of the Emperor have raised serious concerns regarding the constitutional guarantees of freedom of religion and the separation of religion and state in Japan. In particular, the Daijosai is a religious rite in which the new Emperor is said to become a deity by communing with the sun goddess Amaterasu and by receiving the imperial spirit. During the “Heisei Daijosai,” there was broad opposition and signature campaigns among churches but such moves were much smaller during the “Reiwa Daijosai.” We deeply regret that this reflects not only a shift in societal attitudes toward the Emperor system but also our own failure to adequately communicate and accept responsibility for what has happened in the past, as affirmed in the 70-Year Statement.

In the 60-Year Statement, we confessed our indifference to the continued burden placed on Okinawa, where 75% of U.S. military bases in Japan are located, even after its reversion. Yet over the past 20 years, we have not earnestly addressed this issue, and Okinawa continues to bear the brunt of risks associated with the U.S.-Japan security alliance, due to the difficulties associated with this. The Fukushima Daiichi nuclear disaster during the Great East Japan Earthquake revealed that systems which sacrifice people when things go wrong still persist from the prewar era. Still, no fundamental reforms have been implemented.

Additionally, Japan’s peaceful postwar structures, which sought not to rely on force of arms, are being rapidly transformed: the Cabinet decision permitting the exercise of collective self-defense (2014), passage of security-related legislation (2015), enactment of the conspiracy law (2017), revisions to three key security documents (2022), and the increase in defense spending (from 2023 onward).

Our Resolve at the 80-Year Mark

On this 80th anniversary, we reaffirm the historical sins and repentance of the Japanese church and declare our resolve to carry forward the legacy of prayer and action to the next generation.

Standing on our Biblical faith, which affirms the inerrancy of God’s Word, we will continue to engage contemporary issues theologically and seek to embody our unity in Christ. As wartime memories fade, we will remember and deepen our repentance for the sins of the Japanese church during the war and issue warnings so that our nation does not fall again into idolatry. We as a church will live faithfully under the Lordship of Jesus Christ alone. We will persist in intercessory prayer for government leaders so that the principle of “separation of religion and state” is upheld.

As we pray for the fruit of repentance that comes from the cross of Christ, we commit ourselves to the following:

To love God and love our neighbors
To faithfully convey the sins of the past
To reexamine the root causes of past sins in light of Scripture and avoid disconnecting faith from life
To discern contemporary situations that echo the wartime era
To work together with churches in Asia and around the world to build peace
To reject indifference
To suffer alongside those who suffer
To speak and act with courage
To pray faithfully
To trust in the Lord our God with hope4. A Prayer

We will join together in this prayer.

O God, Creator and Sovereign over all. You alone are Lord and God.
On this 80th anniversary of the end of the war, we pray. Help us to worship You alone as God. Grant us spiritual discernment to recognize and reject all false gods.

We have sought self-examination at key anniversaries, but our efforts have fallen short. We have neglected to share, to listen, to cooperate, to work for peace, to remain engaged, to suffer with others, to act with courage, to pray persistently, and to trust in You with hope. We remain slow to love you and to love others. Grant us the will to engage with these responsibilities.

Lord Jesus Christ, Prince of Peace.
In this present age, we ask for forgiveness for our conflicts, destruction, and confusion. May your peace soon reach every corner of the world. Use us as your instruments of peace. Convict us of our self-centeredness and grant us the courage to live with others. Strengthen our perseverance to pray for those in authority, who are your servants.

God the Holy Spirit.
As we look toward the coming decade, we ask. See our apathy toward the suffering of others. Remove our hearts of stone and transform us into those who bear the pain of others as our own. Lead us to love God and not grow indifferent to the pain of our neighbor. Empower us to walk faithfully, boldly, and urgently as the people of God, as those who love God and people, who seek peace, and who bear witness to the gospel.

Lord, have mercy on us who are weak. Amen.
